Affordable Housing Update

At the June 25 Borough Council meeting, Glen Rock officially endorsed the “2025 Housing Element and Fair Share Plan (HE&FSP),” a strategic blueprint outlining how the Borough will meet its affordable housing obligations as required by the State of New Jersey.
The plan reflects significant planning efforts and legal analysis to refine the Borough’s obligations. Glen Rock’s fourth-round “Prospective Need,” the number of new affordable units the Borough is expected to accommodate, has been reduced from 222 to 201 units. Meanwhile, the “Present Need,” which addresses the rehabilitation of existing housing stock, stands at zero.
The plan also demonstrates that Glen Rock has a “Realistic Development Potential” of zero, meaning there is no vacant land available for large-scale affordable housing development. This conclusion echoes previous findings from the third round, during which the Borough received a vacant land adjustment acknowledging its limited developable space.
To address its remaining obligations, the Borough has zoning mechanisms in place to encourage the creation of affordable units and will apply surplus credits from exceeding past targets. The current plan has now been filed with the state and is awaiting certification.
