Glen Rock BOE Tables State-Mandated Sunscreen Policy After Discussion

A new state law requiring schools to adopt policies on student sunscreen use prompted debate and administrative concern at the Glen Rock Board of Education’s September 15th meeting, ultimately leading the board to table the matter for further review.
The law, P.L.2025, c.38, signed by Governor Phil Murphy in March 2025, directs local educational agencies to establish rules governing student use of sunscreen and sun-protective clothing beginning in the 2025-2026 school year. The New Jersey Department of Education issued guidance on June 4, clarifying that policies should not require documentation from a health care provider or obligate school staff to apply sunscreen for students. The memo also outlined possible considerations, including transportation and storage of sunscreen, parental permission, and restrictions on certain formulations.
In Glen Rock, the board was presented with two draft options. Option A would require written parental permission for students to carry or use sunscreen at school or during school events, with staff responsible for monitoring safe use. Option B would allow various sunscreen formats but prohibit any deemed harmful to students with respiratory issues or disruptive to the school environment.
Board members voiced mixed views. Some supported Option A, describing parental permission as a safeguard similar to other school forms that could help identify allergies or needs. Others considered it burdensome, particularly for substitutes or aides managing large student groups at events such as field day.
From the administrative side, Dr. Charleston reported that the district’s director of nurses regarded Option A as more burdensome for staff, expressing a preference for Option B.
After discussion, the board voted unanimously to table the decision, citing the need for additional review before finalizing a policy.
This issue is expected to return for consideration at a future meeting.
