Parking Expansion Approved for South Maple Avenue Property

At the Glen Rock Planning Board hearing on October 6, 2025, members approved an application to add new parking spaces at 366 South Maple Avenue, a property long known for its parking challenges. The applicant, Mayfair Remodeling Corporation, was represented by attorney Matt Rogers on behalf of owner Newton Oliveira.

Mayfair Remodeling, a roofing, siding, and home improvement business, operates primarily as an office and showroom. Oliveira and his wife run the business themselves and meet customers by appointment only. The company’s hours are 8 a.m. to 4 p.m., and the quiet operation produces little noise or waste. However, parking has been a consistent issue, with customers often forced to park across South Maple Avenue at a nearby medical building and cross the busy street without a crosswalk.

Located in Glen Rock’s C1 zone, the property previously had only two parking spaces. Oliveira’s application sought minor site plan approval to expand parking and requested a waiver for smaller parking space dimensions. To make room for additional parking, the plan called for removing a 359-square-foot rear section of the building, approximately 20 by 27 feet, previously used for storing old windows and materials. These materials will be relocated to the building’s empty basement.

By removing part of the structure, the site will gain six on-site parking spaces, including one that meets ADA compliance. Although borough code requires seven spaces, the board granted a variance allowing six. The modification also improves the rear setback from 9.8 feet to nearly 30 feet, providing greater separation from neighboring residences and exceeding the 25-foot minimum setback requirement.

The impervious coverage of the lot will decrease from 100 percent to a proposed 89.1 percent. The board also approved a waiver permitting parking spaces to measure nine by eighteen feet instead of the standard ten by twenty feet.

Drainage improvements will direct runoff toward the southeast side of the property, near Highwood Road, where two detention basins will manage stormwater. The final grading and drainage details will be reviewed and approved by the borough engineer.

Because Mayfair Remodeling generates minimal trash, the board allowed flexibility in waste storage. The applicant may use a small fenced enclosure, approximately five by ten feet, to hold standard residential garbage cans rather than installing a commercial dumpster that would eliminate a parking space. The board also noted that if future operational issues arise, signage could be required to ensure the new parking is reserved for the business’s customers and staff.

During discussion, board members agreed that the project represented a significant improvement for the site and the neighborhood. Several noted that limited parking has been a factor in the failure of other businesses along South Maple Avenue. Oliveira said the goal was to make his business more functional while aligning with borough zoning standards and being considerate of nearby residents.

The application was unanimously approved with conditions related to drainage, waste storage, and adherence to the engineer’s recommendations.
